Kupchick: State needs to keep promise to retired teachers

State Rep. Brenda Kupchick (R-132), met with the Association of Retired Teachers of Connecticut (ARTC) & Connecticut Education Association of at the State Capitol this week.

Kupchick spoke with and listened to local Fairfield retired teachers discuss their legislative agenda which included:

  • Maintaining the teacher pension system and preserving its COLA
  • Eliminating the state income tax on retired teachers’ pensions
  • Securing the State promised 1/3 contribution to their health insurance premium account (HIPA)
  • Repealing the Government Pension Offset and the Windfall Elimination Provision

According to the Association of Retired Teachers of Connecticut, upon retirement 26% of Connecticut retired teachers choose to move to other states due to Connecticut being one of only five states that fully taxes state pensions.

Rep. Kupchick has proposed a bill with State Rep. Laura Devlin this session to exempt pensions and Social Security benefits from the personal income tax.

“Let’s do our best to keep Connecticut retired teachers in state and not give them a reason to leave,” said Rep. Kupchick.

“We should keep the state’s promise to retired teachers and make sure their pension is fully funded under the program in which it was established by the state. I oppose Governor Malloy’s plan to shift a 1/3 of the pension obligation to the towns who haven’t budgeted for this unexpected municipal expense, residents in Fairfield already send a considerable amount of tax dollars to the state.” said Rep. Kupchick. “It is unfortunate that rather than looking at plans to reduce state spending and restructure how Government works the administration has opted to push pension obligations onto the towns.”
