Below is statement from State Reps. Brenda Kupchick and Laura Devlin regarding Gov. Malloy’s state budget plan.

On Wednesday, Feb. 8 Governor Dannel P. Malloy addressed members of the General Assembly to discuss his Biennial Budget for the 2018-2019 Fiscal Year; his address can be found here.

This proposal includes zeroing out Fairfield’s state education cost sharing and shifting approximately 1/3 of teacher’s pensions onto individual municipalities, something that was previously 100% covered by the state. Both these proposals will cost the taxpayers of Fairfield almost $17 million. This adjustment will now force towns that have been preparing their individual budget for months to have to readjust funds to cover these new expenses.  

Hartford will receive the biggest increase with approximately $47.3 million in state aid going to the capital city. This equates to almost a 17% increase. Gov. Malloy has also budgeted $250 million to the city for renovations to the XL Center.

This budget as proposed will result in a enormous tax hike for the taxpayers of Fairfield which is completely inequitable, especially after GE, one of Fairfield’s largest taxpayers left in 2015.  

This is just the first step in the long state budget process; the next step will be review and alternative proposals by the legislature. We will have a full vetting of the Governor’s budget proposal with public hearings for people across Connecticut to weigh in.

Now, more than ever, Connecticut’s legislative body needs to work in a bi-partisan manner to put together a plan that incorporates proposals from both sides that restructures State Government.
