Devlin attends Retired Teachers Legislative Breakfast

State Rep. Laura Devlin (Fairfield & Trumbull) met with the Association of Retired Teachers of Connecticut (ARTC) at the State Capitol today.

Devlin listened to local Fairfield and Trumbull retired teachers discuss their legislative agenda which included:

• Maintaining the teacher pension system and preserving its COLA

• Eliminating the state income tax on retired teachers’ pensions

• Securing the State promised 1/3 contribution to their health insurance premium account (HIPA)

• Repealing the Government Pension Offset and the Windfall Elimination Provision

According to the Association of Retired Teachers of Connecticut, upon retirement 26% of Connecticut retired teachers choose to move to other states due to Connecticut being one of only five states that fully taxes state pensions.

Rep. Laura Devlin has introduced a bill this legislative session, HB- 5744 An Act Eliminating The Imposition Of The Personal Income Tax On Pension Benefit Income <mailto:http://www.cga.ct.gov/2015/TOB/H/2015HB-05744-R00-HB.htm>  which would eliminate the imposition of the personal income tax on pension benefit income.

Rep. Devlin said, “We must protect our retired teachers’ health care obligations. Additionally, we need to stop double taxing peoples’ income. We currently tax residents once when they earn the income and a second time when they receive a pension check. This is unfair and causes people to leave Connecticut to low tax states.”

ARTC is also advocating for the state to keep its promise when it comes to funding their Health Insurance Fund, HIPA. ARTC members told Rep. Devlin that continuing to underfund HIPA will put the Health Fund in jeopardy.
